Learner drivers across the UK should be aware of a major driving test booking change coming into force in a matter of weeks. From June 9, those looking to get behind the wheel will need to be aware of how a new 'limit' could impact them.
This will be the latest rule change to be introduced nationwide, as the Driver and Vehicle Standards Agency (DVSA) updates the system operating across England, Scotland and Wales. Until June 8, provisional licence holders can book their test at any test centre in the UK.
This will still be the case when booking online, but from June 9, drivers will have to commit to an area as they will only be allowed to reschedule to a new date or time at the test centre where they originally booked, or at any of the three nearest centres to where their test was first arranged.
Should drivers wish to move their test to a different centre, they are entitled to make one further change, in line with the updated DVSA guidelines. This second change gives learners the option to select from the three test centres closest to the current location.
Even if it does not appear on the list of nearby centres, learners can use their second opportunity to return to their original test location. A number of other rule changes to the driving test system have already come into force from May 12 2026, with learner drivers now being the only people able to book and manage their own test.
Prior to May 12, driving instructors had the ability to book and manage tests on their pupils' behalf. However, the change means learners must now make arrangements with their instructor and schedule their test (including any date or time changes) themselves, reports the Express.
From March 2026, learners also had a new limit on how many times test dates could be altered without getting charged or denied. Before the rule change, learner drivers were permitted up to six changes, but this has now been cut to just two.
What will I need to do when all the new rules are in place?
From June 9, all revised driving test rules will be implemented across the UK. Before making a booking, discuss with your driving instructor to confirm you're prepared to sit the test.
Learners should request their driving instructor's reference number, as this is necessary when arranging a booking, and select a time and date that suits both them and their instructor (if they require their vehicle for the test). Only make a booking at a test centre you actually plan to use.
From June 9, learners will only be allowed to transfer their test to the three nearest centres to their original booking. After identifying your local centre, it might be sensible to look up what the two closest centres you would be eligible for as a safeguard, should you need to bring forward or postpone your original test date.
The GOV.UK website said: "Choose a date you realistically expect to be ready by. You are only allowed to make two changes to your appointment."
What counts as a driving test change?
According to the GOV.UK website, only the following qualify as a change:
- changing the date or time
- changing the test centre
- swapping your appointment with another learner driver who already has a test booked
Gov.uk adds: "If you change more than one thing at the same time (for example, the date and test centre together), this still counts as one change."
Changing your address or contact information on your booking, including or removing your driving instructor's reference number, and any modifications that DVSA requires to your test (such as those caused by adverse weather conditions) will not count as one of your two permitted changes per appointment.
