Highland Council chiefs are facing ridicule after painting fake speed bumps on a road in a cut-price bid to slow down traffic in Culloden, Inverness-shire.

Transport minister Fiona Hyslop said the proposals - condemned by critics as 'nanny state' and 'clueless' - can play a 'significant role' in cutting deaths.
