Open Letter Letter to Police Enforcement

This morning, my wife who had been out for her morning run with the dog was, by the breadth of a hair, almost run over by a court bailiff speeding along our drive, ironically sent by the Ministry of Justice to enforce unpaid speeding fines.

The reason those fines are unpaid and continue to be leveraged is clearly documented on our site driversrevenge.co.nz.

Fine 1: It remains my allegation that the police officer committed perjury to secure this fine. I have made numerous complaints to the police and Independent Police Complaints Authority who appeared to close ranks to protect their own (all documented)

Fine 2: The way this trap was set up, with the officer entirely hidden and obsecured by bushes and structures guaranteed that the reading obtained would be inaccurate.  I wrote to Wellington and requested a court hearing, as is my right in law.  The police claimed they never received it and simply sent it over to their enforcers for collection, their latest visit almost ending in tragedy.

After yet another complaint to Wellington with regard to Fine 3 (below), Sergeant Barney Soutar said that although he suspected it was out of time, to take it up with the court and he would not object to a court hearing.  I wrote to the court that again stated the police had objected.

For years I’ve complained to whoever I could simply seeking honesty and justice. For years I’ve been sent round in square circles with the police blaming MoJ and MoJ sending me back to the police.  And all the while the fines grow and the enforcers visit, threaten and bully.

My experience appears to clearly demonstrate that the police backed by MoJ are playing an extremely lucrative game of deceit and extortion.

Fine 3: To support my claim that the police appear to be operating under a policy of extortion, I recently requested a court hearing for another fine handed in Hanmer.

Again, I had issues with the way the allegation was made. This time to avoid the police claiming ‘they didn’t receive my request for a court hearing’ (see fine 2) I sent the letter by registered post. Wellington actually acknowledged receipt but just plain ignored my request for a hearing. It was only after yet another complaint to Wellington did they capitulate and acknowledge that yet again, they’d ignored my letter and passed it onto MoJ for collection.

The person who dealt with the complaint Sergeant Barney Soutar finally agreed to grant the court hearing … in Christchurch!

This is a 900km round trip. I asked for a transfer to my local court since this put me at a severe disadvantage and at this point, the allegation is unproven.

When I objected I was told to speak to my lawyer … he charges $350/hour!

Road safety is big on the upcoming political agenda. The issues highlighted at this site are a hot topic for almost every person I broach them with.

There is a genuine and pervasive feeling that current traffic policing does nothing to make roads safer.

The AA have a grading system for New Zealand roads.

A spokesman recently claimed on national news that ‘if by simply upgrading a two star road to a three star road, it would HALF the number of deaths’.

People I speak to all agree that genuine and dangerous speeding is unacceptable. However, the AA spokesman did not cite speeding as the main issue. He went on to say:

We all make mistakes however, it’s the state of the road that determines how severe are the consequences

All those I speak with object to what can only be described as a regime of unfairly targeting motorists for revenue with proceeds going to the general purse.

I believe we all support fines that are genuinely and honestly given. I also believe that there would be further support for a common sense policy that put that revenue directly into road upgrades.

Motorists are an easy target with (in my experience) the police unable or unwilling to take on more serious issues.

In recent months I’ve made a complaint about the wholesale theft of my company property by an  ex employee only to be given a crime number and be told “it’s in the queue”.  Now waiting some nine months.

It get’s worse, especially in the light of the recent killings of innocent property agents by a known offender with a  history of violence and a cache of weapons.

Unfortunately, I was recently introduced to a person who entered our social circle under an assumed name.  Things just didn’t seem right and after a bit of digging on the Internet, serious and worrying issues came to light.  This person was a convicted phedophile with, according to sources, a severe history of depression.

He also had (at the time of the complaint) a hidden cache of a significant number of weapons, shotguns and rifles extremely close to hand.

He went on to threaten members of our social circle with extreme violence.

I wrote to the police, I was fobbed off and am now ignored.

As far as I am aware this person is continuing on with his business living only a few hundred meters from the local school.

I am furious and not alone.

My only  hope is that these issues are resolved and resolved quickly.

UPDATE FROM PAULA BENNETT POLICE MINISTER

Dear Mr Tranter,

I am writing on behalf of Hon Paula Bennett, Minister of Police, who has asked me to acknowledge and thank you for your email of 8th August concerning disputed speeding offences & your concerns over a convicted paedophile. Please be assured that your comments have been noted.

These matters are all operational Police matters: please note that politicians cannot instruct Police in operational matters. This is a long standing convention that was enshrined in law with the passing of the Policing Act 2008. It ensures that law enforcement and investigation by the Police remain free of any political influence or interference.

Therefore, as the issues you refer to in your correspondence relate to matters that are the responsibility of the Commissioner of Police, I have transferred your email to his office for consideration. If you have information about illegal weapons I would encourage you to call or email CRIMESTOPPERS (0800 555 111), anonymously if you wish.

The Commissioner of Police has already received a complaint, acknowledged receipt, then ignored it.

I have already contacted police with regard to the ‘illegal weapons’ and it’s been ignored  … that was the whole point of the open letter!
